His Excellency Dr. Boutros Boutros-Ghali assumed the office of Secretary-General of the United Nations on 1 January 1992. Since then, his name, his visage and his role have become well known to millions of people, for whom Dr. Boutros Boutros-Ghali has come to personify their hopes for peace and their aspirations for justice. Dr. Boutros Boutros-Ghali has had a long association with international affairs as a diplomat, jurist, scholar and widely published author. He served his country as a member of the Egyptian Parliament since 1987, as Minister of State for Foreign Affairs since October 1977 and as Deputy Prime Minister for Foreign Affairs from May 1991 to his appointment as Secretary-General. In September 1978, Dr. Boutros Boutros-Ghali attended the Camp David Summit Conference and had a role in negotiating the Camp David accords between Egypt and Israel, signed in 1979. A jurist with a vast background in law, international affairs and political science, Dr. Boutros Boutros-Ghali has served on the International Law Commission and on the International Commission of Jurists, and has been a member of the Institute of International Law, the International Institute of Human Rights, the African Society of Political Studies and the Académie des Sciences morales et politiques (Académie Française, Paris). Dr. Boutros Boutros-Ghali received a Ph.D. in international law from Paris University in 1949. He also holds a Bachelor of Laws degree from Cairo University in 1946, as well as separate diplomas in political science, economics and public law from Paris University. Between 1949 and 1979, Dr. Boutros Boutros-Ghali was Professor of International Law and International Relations at Cairo University. Among his other professional and academic activities, Dr. Boutros Boutros-Ghali was a Fulbright Scholar at Columbia University (1954-1955); Director of the Centre of Research of the Hague Academy of International Law (1963-1968). He has lectured at numerous universities and had authored more than 100 publications and numerous articles. Scores of countries and institutions have bestowed award and honours on Dr. Boutros Boutros-Ghali. Even more significantly, the trust and esteem he enjoys have been solemnly recognized by all the countries of the world when they called him to be the guardian angel of world peace as Secretary General of the United Nations.
